Liz Cathcart

Executive Director
Liz Cathcart is the Executive Director of Hostage US. Liz joined the founding executive director in January, 2016, prior to the launch of Hostage US and together, they stood up the organization. Liz previously held the role of Director of Programs and Operations overseeing the day-to-day operations of the non-profit and the programs that fulfilled the mission. Liz grew and developed the Family Support Program and enhanced the training of the team members who deliver direct support, grew strategic partnerships and expanded the services available for families. Liz continues to oversee the direct support delivered to families and former hostages.
Prior to joining Hostage US, Liz focused her career in the non-profit sector spending time Nepal as part of a post-earthquake rebuild team focused on rebuilding damaged homes and schools. Liz has traveled extensively both to learn and to work in new environments. Liz holds a Bachelor of Science degree in International Business from the University of Delaware.

Katie Symansky-Hunter
Previously, Katie worked with Médecins Sans Frontier (MSF) throughout Africa and Southeast Asia. During this time, Katie worked with medical teams throughout South Sudan as the country was entering into a civil war following its independence from Sudan. She’s worked in both Nyararagusu and Nduta refugee camps in Tanzania, working with Burundian and Congolese refugees to provide medical care, water, and sanitation logistical support to the community. Katie also worked alongside the Myanmar government to provide mobile medical teams to rural villages throughout northwest Myanmar. Prior to MSF, Katie was the Marketing and Events Director for Boys and Girls Clubs and the Juvenile Diabetes Research Foundation, where she focused on large-scale fundraising events in New Mexico and collaborated with state officials to bring programming to underserved communities throughout Central New Mexico.
Katie holds an MBA from the University of Wisconsin with an emphasis on nonprofit strategic management and a bachelor’s degree in Fine Arts from the University of New Mexico. Katie’s NGO career started with a small organization in Suva, Fiji, securing funding through the Fijian government to support children with vision and auditory impairments. This led Katie to a desire to continue working with underserved populations around the world.
Laura Randall

Development Director
Laura Randall is the Director of Development for Hostage US and oversees the fund development for the organization. Since 2017 Laura has held the designation of Certified Fundraising Executive.
Previously, Laura has served as the senior fundraiser for a variety of organizations, spearheading philanthropic activities and managing advancement teams. She has successfully cultivated relationships with constituents, securing annual, capital, and planned gifts, and implementing comprehensive marketing strategies to build a strong pipeline of donors.
Laura began her career in fundraising with the Cystic Fibrosis Foundation and has worked with other nonprofit organizations including the Pines of Sarasota Foundation, the Economic Development Corporations of Sarasota County, the University of Tampa and the American Cancer Society.
Laura’s community engagement extends beyond her professional roles. She co-hosts and produces the FACEing Mental Illness Podcast, volunteers as a Peer Support/Crisis Counselor for Crisis Text Line, and serves as the Vice President of the Board for the Literacy Council of Sarasota. She has also held leadership positions within Rotary District 6960 and the Rotary Club of Sarasota.
Laura holds a Masters in Telecommunications Policy from The George Washington University and a Bachelor of Arts in Political Science from Santa Clara University.
Her interest in global issues began when she lived in Asia and served as the President of the League of Women Voters in Hong Kong prior to the British handover. In addition to her time there, Laura also lived in Tokyo and Luxembourg.

José A. Freig

José Freig is the President of the Hostage US Board of Directors. José is the Vice President of International Operations, where he leads American’s airport operations in Latin America, the Caribbean, Europe, Middle East, Asia, the Pacific, and Canada, including more than 2,700 peak weekly flights at more than 110 international destinations.
Prior to this role, José served as Vice President of Operations and Commercial for Mexico, the Caribbean and Latin America (MCLA), where he worked closely with the airline’s team members and partners in the region, GOL Linhas Aéreas and JetSMART Airlines, to elevate American as the leading U.S. airline in MCLA. He previously served as Vice President of International and Interim President of Cargo, also overseeing the airline’s Premium Guest Services operation.
José has held several leadership roles at American including Managing Director of Latin America and Caribbean Operations and Managing Director of International Government Affairs and Chief Security Officer.
José began his airline career in 1997 at America West Airlines in Tucson, Arizona. In 2008, he served as the Area Director of the West Region for Siemens Government Technologies in Phoenix, where he was the security technology and screening liaison to federal government agencies.
He is on the board of directors for Hostage US and is a member of the Latin American and Caribbean Air Transport Association, U.S. Department of State Overseas Security Advisory Council and the Orange Bowl Committee.
Amy Manson

Amy is a Hostage US founder and serves as the Secretary of the Hostage US Board of Directors. She has 30 years of experience in the kidnap for ransom commercial insurance field acting as an advocate for families and companies faced with a kidnap crisis. She is a senior advisor to the Crisis Team leader for field staff deployed in support of crisis situations.
She has written threat assessments for the National Strategic Information Center and has been a guest lecturer on the topic of kidnap for ransom.
She holds a bachelor’s degree in Economics from Gettysburg College and a master’s degree in Latin American Studies from The American University.
“I helped set up Hostage US because I saw a gap in support services and the need for an independent advocate to support those thrown into the mayhem of a kidnap crisis. I am in because I want to provide a supportive network that provides hope.”
Peter Pedraza

Peter P. Pedraza serves as a member of the Hostage US Board of Directors. He is a communications professional with more than 15 years of corporate, agency and government experience. Based in Seattle, Pedraza leads financial communications for Boeing Commercial Airplanes and supports the chief financial officer of the $66 billion dollar business unit. Prior to his current assignment, Pedraza worked at Boeing Defense, Space & Security and Boeing Corporate offices in Chicago.
Earlier, Pedraza was employed in the communications department of Commonwealth Edison, a subsidiary of Exelon Corporation, one of the largest electric utilities in the United States. At the utility, Pedraza developed and managed programs to protect company reputation and
served as company spokesperson. Earlier, Pedraza worked in the corporate and government affairs group at United Airlines. At United, Pedraza focused on executive, employee and customer communications. Prior to United, Pedraza served as director of public relations for Equity Office Properties Trust.
Before joining Equity Office, Pedraza spent six years with Edelman Worldwide, the world’s largest independent public relations firm. Earlier in his career, Pedraza worked as a staffer for United States Senator Russ Feingold in Washington, D.C.focusing on a number of issues including telecommunications, veteran affairs and campaign finance reform.
In 2011, Pedraza spearheaded publicity efforts to aid the release of James Foley, a friend and American journalist held prisoner by forces loyal to Col. Moammar Gadhafi. Foley was released from Libyan custody unharmed on May 18 of that year following six weeks of detention. Pedraza also advocated for Jim’s safe release when he was held prisoner in Syria.
Pedraza holds a bachelor’s degree in Political Science from Marquette University. Pedraza also has received awards from the Business Marketing Association, Edelman, Publicity Club of Chicago, Boeing and the Award of Excellence from the Public Relations Society of America.

Tim Phillips
Tim serves as a member of the Hostage US Board of Directors. He is the CEO of Phillips and company wealth management which has quickly become one of the largest locally-owned wealth management firms in Oregon and one of the Top 150 independent Investment Advisors in America with over 2,000 clients nationwide.
Tim ran for Congress in 2004 and was also was appointed by the Governor of Oregon to help manage a fund that makes venture capital and private equity investments on behalf of the State. He also has been quoted in The Chronicle of Philanthropy, Private Wealth Magazine, Wealth Manager Magazine, and on MSN Money as an expert in wealth management.
In 2008, he was named by Worth magazine as one of the Top 250 Wealth Advisors in America. Tim is also certified as an Accredited Investment Fiduciary (AIF).
Tim served as the board chairman of the Children’s Cancer Association and is the current Chairman of the Foundation Board. CCA provides innovative music therapy to children facing life-threatening illness throughout the country. He is a member of the Associated Oregon Industries board which focuses on strengthening the Oregon economy and issues facing Oregon businesses. He is also a Regent at Pepperdine University and serves on their endowment committee, as well as, chairs the Advancement and Public Affairs Committee. He was the Vice Chair of the recently completed Campaign for Pepperdine.
Tim has earned a reputation for having a diverse perspective on wealth management and for utilizing his experience to create a competitive advantage for his clients. David Bowker
David Bowker serves as a member of the Hostage US Board of Directors. He is a partner at the law firm of WilmerHale, where he chairs the firm’s International Litigation group representing foreign companies, multi-nationals, foreign states, nonprofit organizations, and individuals before U.S. courts and international tribunals. Before joining WilmerHale, David was an attorney-adviser in the Office of the Legal Adviser at the U.S. Department of State and a graduate intern on the National Security Council staff.
He is an adjunct professor at the Georgetown University Law School, elected member of the American Law Institute, an Honorary Governor of the Washington Foreign Law Society, and active member of the American Society of International Law. He frequently publishes and lectures at legal conferences and has been recognized for his support of non-governmental organizations and the defense of human rights.
David earned his J.D. from the University of California, Berkeley School of Law (“Boalt Hall”), his M.A. from The Fletcher School of Law & Diplomacy at Tufts University, and his B.A. from the University of California, Los Angeles.

Having served as counsel for hostages and the wrongfully imprisoned and their families, I have come to appreciate that the legal aspects of these cases comprise only one or two dimensions in a much more complicated, multi-dimensional crisis. Thankfully, Hostage US was created to provide the knowledge and support that family members need to deal with the practical and emotional sides of these crises. Roger D. Carstens
Ambassador Roger D. Carstens served as the Special Presidential Envoy for Hostage Affairs (SPEHA) at the U.S. Department of State from 2020 to 2025. During his tenure, he orchestrated and led negotiations with the Taliban, Syria’s Assad Regime, Venezuela’s Maduro government, the People’s Republic of China, Russia, Belarus, and Foreign Terrorist Organizations such as Afghanistan’s Haqqani Network, Yemen’s Houthis, and Mali’s JNIM, returning over 65 American hostages and wrongful detainees during the Trump and Biden Administrations. He also prioritized supporting the families of those detained, partnering with them and keeping them informed of the work being done to bring their loved ones home.
Prior to assuming this role, Mr. Carstens was a Deputy Assistant Secretary in the Bureau of Democracy, Human Rights, and Labor. He previously served in Amman, Jordan, as the Country Director for a U.S.-based international nongovernmental organization (INGO) that provided humanitarian assistance to Syrian refugees and internally displaced persons. Prior positions include Senior Civilian Advisor on the Commander’s Advisory and Assistance Team (CAAT) in Afghanistan; Project Director for an INGO based in Somalia; Senior Fellow at the Center for a New American Security; and Special Assistant for Legislative Affairs in the Office of the Secretary of Defense. Mr. Carstens is a retired Army Lieutenant Colonel who served in Special Forces and the 1st Ranger Battalion. He is a graduate of the U.S. Military Academy and holds master’s degrees from the U.S. Naval War College and St. John’s College. Mr. Carstens is the recipient of the 2023 Robert A. Levinson Excellence in Government Service Award, was selected as a Distinguished Member of the Special Forces Regiment and received St. John’s College Alumni Association Award of Merit in 2024. He is a Member of the Board for both the Hostage U.S. and the Foley Foundation and has been selected as a Distinguished Senior Fellow at the McCain Institute.
Alexandra Z. Forseth
Through the support of organizations like Hostage US, the James W. Foley Foundation & the Richardson Center for Global Engagement, Alexandra was able to drive the multilateral effort of advocating for the release of her family members. In early 2022, she led the unification of over 20 American families with loved ones wrongfully detained abroad to form the Bring Our Families Home Campaign (BOFH). The campaign activities sparked a step change in national support for the release of American hostages & encouraged the U.S. Government to act decisively to reunite them with their families. As BOFH grew in numbers & momentum, Alexandra ultimately decided to leave ExxonMobil to focus on advocating for her family & other hostages full-time.
After years of effort, on October 1, 2022, her father & uncle were released after 1,775 days in captivity & returned to the United States. With her loved ones safe at home, Alexandra transitioned campaign leadership to other families ready to keep the ball moving to secure more releases. The following year, she was honored to give the keynote address at the 2023 Annual James W. Foley Freedom Awards with BOFH co-founder, Neda Sharghi. Since the inception of BOFH, almost all of the original group represented by the campaign has been reunited with their families. Though an incredible amount of progress was made, there is still more work to be done & many innocent American hostages still in need of support. Alexandra continues to stay connected to efforts in this space & plans on using her experiences to be of service to other hostage families & their loved ones for years to come.
Steve Harrold

Steven J. Harrold serves as a member of the Hostage US Board of Directors and brings extensive global crisis, business, and operational risk management experience to this position. He is division vice president of Global Security at Corning Incorporated. In his current role, Steve is responsible for corporate investigations, personnel security, and crisis management among other duties. He previously held the role of director of Corporate Security.
Prior to this role, Steve was the Senior Vice President and Chief Ethics Officer for Fidelity Investments, based in Boston, Massachusetts, responsible for administering the firm’s Code of Ethics and related personal conduct policies. Prior to Fidelity Steve served as the corporate security director and later, as general manager of the security product commercial business for 3M Company, based in St. Paul, Minnesota. Steve’s 3M experience also included assignment in Europe heading 3M’s commercial safety and security business covering Europe, the Middle East, and Africa.
Steve is a licensed attorney and member of the State Bar of California. He is an active member of ASIS International and holds the Certified Protection Professional board designation in security management, a credential he has held for close to 40-years. He is a member of the Domestic Security Alliance Council, an FBI-private sector strategic partnership and the International Security Management Association, where he served as a member of the Board of Directors Executive Committee, Treasurer, and Chair of the External Relations Committee. Steve is an advisory board member for the Criminal Justice degree programs at Corning Community College and Alfred State College. He is also a PECB Certified ISO 22301 Lead Implementer.
Steve holds a bachelor’s degree from Bryant University, and a Juris Doctor degree with honors from Western State University College of Law.

Laura Hoffner

Laura Hoffner is Executive Vice President of Risk Solutions at Concentric, a holistic security company based in the PNW. Prior to joining Concentric in 2020, Hoffner served 14 years as a Naval Intelligence Officer supporting elite special operations in combat zones and diplomatic opportunities around the world. In her military role, Laura was intimately familiar with over 30 hostage cases, focusing on the operational response and direct support to combined domestic and international governmental efforts. For her service, Laura was awarded the Bronze Star and Purple Heart.
“After supporting hostage rescue efforts from the operational aspect from 2009-2020, I experienced first-hand the void that Hostage US filled since 2016 for hostages and their families. The support required in these harrowing circumstances supersede what most citizens will ever know. I’ve been a firm believer in the Hostage US mission set and am intimately aware of how crucial this support is to the hostage and their family both while they’re away and-just as importantly-after they finally return home.”
Dave Komendat
Dave Komendat retired as the vice president and chief security officer for The Boeing Company, a role he held for 14 years of his 38 years within the security profession. Komendat was responsible for the company’s global security and fire protection strategies, policies and infrastructure.
Komendat was also the lead Boeing interface for both national and international security policy engagement with numerous government and industry advisory groups. He represented Boeing as past co-chairman and current board member on the Domestic Security Alliance Council, past President of The International Security Management Association and served as a member of the Threats and Information Committee for the Overseas Security Advisory Council.
Komendat is the founder and President of DSKomendat Risk Management Services, he also serves on several company advisory boards and holds board leadership roles with several non-profit organizations whose missions are to protect people globally, including Hostage U.S. and The Security Foundation. Dave is also a Strategic Engagement Advisor to the FBI and in 2018, Dave was recognized with the Director’s Award for Exceptional Public Service by FBI Director Christopher Wray.

Jack Lichtenstein

Jack Lichtenstein serves as a member of the Hostage US Board of Directors. He is a consultant in business-government relations. From 1995 through 2016, he oversaw relations with Congress and the executive branch of the U.S. Government for ASIS International, the preeminent association of security professionals with 40,000 worldwide members. He was their principal liaison with the U.S. Senate and House, as well as with federal departments and agencies having security, defense, intelligence and law enforcement responsibilities.
He represented ASIS in the U.S. Chamber of Commerce, where he served on the National Security Task Force and the Cyber Leadership Council. He founded and directed the Wharton-ASIS Security Executive Leadership Program at the Wharton School of Business at the University of Pennsylvania. And he established the CSO (Chief Security Officer) Roundtable, an organization of top corporate security executives which later became a permanent entity within ASIS called the CSO Center. In recognition of his work, he was named a 2006 Fellow at the Center for Cyber and Homeland Security at The George Washington University.
Earlier, he was an appointed official in the administrations of Presidents Ronald Reagan and George H.W. Bush at the Departments of Defense and Commerce, as well as in the Executive Office of the President. Prior to that, he had been executive assistant to U.S. Senator Edward W. Brooke of Massachusetts.
He retired from the U.S. Army Reserve as a colonel in 1995 and was awarded the Legion of Merit for his Army service and the Bronze Star Medal for his role in the 1991 combat leading to the liberation of Kuwait. His education includes a Master’s Degree in Public Administration from Northeastern University and a Master’s Degree in Business Administration from Harvard University.
Jeremy Rodrigues

Jeremy Rodrigues is the Senior Director of Enterprise Security at Excelerate Energy, a leader in the floating liquified natural gas (LNG) industry. In this role, he is responsible for the security of the company’s global operations and assets. In addition to his work at Excelerate Energy, Jeremy serves as a faculty associate at Arizona State University’s School of Public Affairs, where he teaches courses in homeland security studies.
Jeremy has a wealth of experience in the corporate security field, having previously served as the head of global security services in the Americas at Pratt & Whitney, a business unit of Raytheon Technologies. He also led the successful creation of the global security operations center while at The Boeing Company. Prior to these roles, Jeremy worked as a foreign affairs officer at the U.S. Department of State’s Bureau of Diplomatic Security, as a project manager at the U.S. Department of Energy’s Lawrence Livermore National Laboratory, and as a border patrol agent. He is a retired U.S. Coast Guard Reserve officer and a veteran of Operation Enduring Freedom.
Jeremy holds several professional accreditations, including the Certified Protection Professional (CPP) from ASIS International, which is recognized as the gold standard for global security executives. He is also a member of the International Security Management Association (ISMA) and the World Affairs Council of Houston.
In addition to his extensive professional experience, Jeremy holds a Master of Arts in Global Affairs and Management from Arizona State University’s Thunderbird School of Global Management, as well as a Master of Science in Homeland Security and a Bachelor of Arts in International Security & Conflict Resolution from San Diego State University. He is a graduate of the ISMA Senior Executive Leadership Program at Northwestern University’s Kellogg School of Management.
Jeremy lives in The Woodlands, Texas with his wife Marcela and their three children.

Michael Scott Moore
Michael Scott Moore is a journalist and a novelist, author of a comic novel about L.A., Too Much of Nothing, as well as a travel book about surfing, Sweetness and Blood, which was named a best book of 2010 by The Economist and Popmatters. He covered the 2011 trial of ten Somali pirates in Europe for Spiegel Online, then traveled to Somalia in early 2012 to research a book. He was kidnapped and held hostage for two and a half years.
His memoir about Somalia is due out from HarperCollins in early 2018. He’s covered the European migration crisis for Businessweek, and politics, travel, and literature for The Atlantic, Der Spiegel, The New Republic, Pacific Standard, The New York Times, The L.A. Times, The Daily Beast, and The L.A. Review of Books.

Tom Sanderson
Tom Sanderson is a consultant and the co-founder and former director of the Transnational Threats Project at the Center for Strategic and International Studies (CSIS). Sanderson is a course instructor for the U.S. Government and provides global risk assessments and advisory services for the private sector, media, and academia.
As director of and senior adviser to the CSIS Transnational Threats Project from 2002 to 2018, Sanderson investigated terrorism, insurgency, criminal networks, and geopolitics. He conducted field research in 70 countries, producing dozens of reports as well as opinion pieces and articles in The New York Times, Washington Post, CTC Sentinel, and the Harvard Asia-Pacific Review. Sanderson testifies before the U.S. Congress, provides expert commentary for the media and courts of law, and regularly engages a spectrum of sources, including business leaders, NGOs, clergy, journalists, terrorists, traffickers, refugees, law enforcement, and intelligence officials.
From 2013-2017, Sanderson led a multiphase study of terrorism in South Asia, the Middle East, Africa, Russia and Central Asia. Current activity examines foreign fighters, regional instability, and frontier market entry. Sanderson co-directed a SOCOM-funded effort on terrorism in several regions of the globe from 2010-2012 andbetween 2002 to 2009, he ran open source information networks on violent extremism in Europe and Southeast Asia. From 1998 to 2002, Sanderson worked for Science Applications International Corporation, examining weapons of mass destruction and terrorism for the U.S. Defense Intelligence Agency.
Sanderson was a fellow at the American Academy in Berlin, Germany (2005) and at Fudan University in Shanghai, China (2001). He holds a B.A. and Honorary Doctor of Laws from Wheaton College (Massachusetts) and an M.A. from the Fletcher School of Law & Diplomacy at Tufts University.
John Smith

John Smith is a co-founder of Hostage US and a member of the Hostage US Board of Directors. He served as Chairman of UK-based Hostage International until August 2021 and has an active interest and some experience in helping resolve the problems hostages and their families face.
Elsewhere he advises international organizations on security, intelligence, and resilience management. He was CSO and Director of Group Resilience at Prudential plc for 20 years, where his global risk portfolio included political, security, physical, operational, information and cyber, money laundering control, anti-corruption, fraud prevention, and investigation, disaster and crisis management, business recovery and privacy. Before joining Prudential, he was Director, High Security at an international company and was responsible for providing high-level security systems, services, and consultancy to banking and government clients.
He attended the Royal Military Academy Sandhurst and Manchester University in England, where he graduated in psychology. He served as an officer in the British Army in command and specialist roles. John is a life member and Past President of the International Security Management Association, a member of the Senior Advisory Committee of the Overseas Security Advisory Council, and an Emeritus member and former Chairman of the Risk and Security Management Forum. He is a founding Fellow of the Security Institute.
Gary Tomasulo

Gary Tomasulo is Vice President of Corporate Security at American Airlines. He leads the airline’s corporate security team and represents American Airlines security-related interests and priorities at the local, state, federal, and international levels.
Gary joined American in 2019 after 28 years of service in the U.S. Coast Guard in operational, policy, and legal leadership positions. Most recently, Gary was Managing Director of Corporate Security and Chief Security Officer, where he oversaw the airline’s domestic and international security programs, investigations; fraud and revenue protection; operations and crew security; and regulatory compliance and border security.
Prior to joining the airline, Gary served as Special Assistant to the President and Senior Director for Border and Transportation Security at the National Security Council. He was also Director of Western Hemisphere Affairs on the National Security Council during the Bush and Obama Administrations.
Earlier in his career, Gary served as a Foreign Policy and Trade Advisor to U.S. Senator Mike DeWine from Ohio.
Gary is on the Board of Directors for Hostage US, Homeland Security Experts Group, and U.S. Department of State Overseas Security Advisory Council. He holds a Juris Doctor degree from Hofstra University School of Law, a Master of Business Administration degree from Massachusetts Institute of Technology Sloan School of Management, and a Bachelor of Science degree in Management from the United States Coast Guard Academy.
